Update November 4, 2003

The RIM Park Judicial Inquiry Office will shut permanently on November 7, 2003. Copies of the report will remain available from the City of Waterloo Revenue Department at Waterloo City Hall, First Floor. The Revenue Department can be contacted at (519) 747-8718. After November 7, 2003, questions relating to the Inquiry should be directed to Julie Finley, Executive Assistant to the Mayor at (519) 747-8700.

Update - October 16, 2003

The Report to the RIM Park Inquiry will be released to Waterloo City Council as the last agenda item at the meeting of Council on Monday October 20, 2003. At the same time (approximately 8:30 p.m.) copies of the Report will be made available to all parties with standing and to the media on the 3rd floor of City Hall.

Members of the public may purchase a copy of the Report at approximately 8:30 p.m. at the Revenue Payment Counter located on the 1st floor of City Hall.

Update - October 15, 2003

Details of the release of the report to the media and members of the public will be posted on this web site before the close of business, tomorrow, October 16, 2003.

Update - September 20, 2003

The anticipated release date of the Report on the Waterloo Inquiry is October 20, 2003.

Update - June 20, 2003

On June 19, 2003 the RIM Park Financing Judicial Inquiry was declared closed by Commissioner Ronald C. Sills. The Report of the Commissioner will be available to the public when it is complete. Commission Counsel James R. Caskey Q. C. has advised that the report will be available "no earlier than September 1st". Details about the release of the Report will be posted on this web site as they become available.

Update - June 9, 2003

Oral Closing Submissions will commence on June 17, 2003 at 11:00 am. To view the schedule for Closing Submissions click Here.

Update - May 14, 2003

The evidentiary portion of the Inquiry was completed on May 13, 2003. Commencing on June 17, 2003 in Council Chambers all parties with standing have been invited to make final closing submissions to the Commissioner. Those submissions may not exceed two (2) hours each. The schedule for final closing submissions will be posted on this web site shortly.

Update - May 5, 2003

The Inquiry will resume sitting tomorrow, May 6th at 1:00 pm. Our first witness will be Fred Dobbs City Clerk who will be speaking about Governance Issues. Click Here to view the updated witness list.

Update - April 24, 2003

The first phase of the Inquiry was completed on April 23, 2003. The second phase of the Inquiry will commence on May 6, 2003 at 1:00 pm in Council Chambers at Waterloo City Hall. Heather Card will be the first witness called. Click Here to view the updated witness list.
Oral Closing Submissions will commence on June 16th, 2003 at 11:00 am in Council Chambers.

Update - April 22, 2003

Upon completion of this week’s testimony the location of the Inquiry will be moving to the City of Waterloo City Hall. The Inquiry will not sit next week but will recommence on May 6, 2003. At that time the Inquiry will be in Council Chambers at City Hall. In addition the Inquiry Office will be moving to City Hall effective April 29th, 2003.

The Inquiry will resume at 10 o'clock on Tuesday March 25, 2003. The dates which the Inquiry is sitting in April have been revised. The Inquiry WILL NOT sit on April 1st, 2nd or 3rd.

Update - November 29, 2002

Please note the following changes to the Inquiry schedule. During the week of December 9 to December 12, the Inquiry WILL NOT sit on December 9th and will only sit from 10:00 till 1:00 on December 10th. During the week of December 16 to December 19, the Inquiry will only sit from 10:00 to 1:00 on December 16th and from 1:30 to 4:30 on December 19th.

The confirmed Judicial Inquiry dates have been extended to include December 2 - 5, December 9 - 12 and December 16 - 19. The order of appearance of witnesses has been changed and new witnesses have been added.

Update - November 12, 2002

The Inquiry will resume on Tuesday November 19, 2002 at 10 o'clock (local time) in room 208 at RIM Park. At that time Mr. Ford will be on the stand and his cross examination will continue.

John Ford will be called to the witness stand to begin his testimony on October 23, 2002 at 10:00 am (local time).

Update - October 21, 2002

Update - October 8, 2002

The Inquiry resumes on Wednesday October 9, 2002 at 10 o'clock at RIM Park. At that time Mr. Stockie will be on the stand and his cross-examination will continue.

Update - September 19, 2002

The City of Waterloo Judicial Inquiry now stands adjourned until October 9, 2002 at 10:00 a.m. for continuation.

Update - September 16, 2002

The Commissioner has directed that the Judicial Inquiry WILL NOT be sitting on Thursday September 19, 2002. The Commissioner has further directed that the Judicial Inquiry WILL sit on Friday October 18, 2002 and Friday October 25, 2002.

The list and order of appearance of the first 23 witnesses has been determined.

Update - August 28, 2002

Commission Counsel has released the names of the first thirteen (13) individuals he intends to call as witnesses at the Inquiry. He anticipates that he will call them in the following order:

Update - August 13, 2002

The following motion was passed at the regular meeting of Waterloo City Council held on August 12, 2002:

"That Council approve the recommendations of The Honourable Mr. Justice Ronald C. Sills, Commissioner of the Waterloo Judicial Inquiry, as set out on Page 5 of his Ruling on Funding dated July 30, 2002."

Update - July 30, 2002

The Honourable Mr. Justice Ronald C. Sills, Commissioner has released his recommendations on funding. The Commissioner has recommended funding for Mr. John Ford. The Commissioner did not recommend funding for MFP Financial Services Ltd. or David Robson. Council will consider these recommendations at the council meeting scheduled to be held on August 12, 2002.

Update - July 26, 2002

The hearing regarding requests for funding was held today.  John Ford, David Robson and MFP Financial Services Ltd., applied for funding.  Mr. Justice Ronald C. Sills, Commissioner of the Inquiry has reserved his decision.

Update - July 16, 2002

Mr. Justice Ronald C. Sills, Commissioner has announced that a hearing regarding requests for funding by the parties granted full standing and special standing will be held on Friday July 26, 2002, commencing at 10:00 a.m.

The hearing will be held at:
RIM Park, Manulife Financial Sportsplex and Healthy Living Centre

Waterloo, Ontario
N2K 4K4

Update - July 12, 2002

The Honourable Mr. Justice Ronald C. Sills, Commissioner of the RIM Park Financing – City of Waterloo Judicial Inquiry, has granted full standing at the Inquiry to MFP Financial Services Ltd., City of Waterloo, Clarica, David Robson and John Ford. The coalition of Mssrs. Fleming, Berger and MacCormack and M.J. Connolly were granted special standing. Applications for standing were heard on July 5, 2002. The Inquiry is scheduled to start on September 9, 2002.
